Bedford County District Attorney Bill Higgins was charged Wednesday morning with 31 counts of obstruction, intimidation of witnesses and hindering apprehension while in office.

The charges include 11 obstruction charges, three official oppression, three reckless endangerment, six hindering apprehension and nine intimidating witnesses charges.

The intimidating witness charges include counts of refraining from reporting, misleading or false testimony or withholding testimony.

The charges were filed by the Pennsylvania State Police bureau of criminal investigation and online court documents indicate the offenses took place back in 2014.

Higgins is being represented by attorney Steve Passarello of Altoona. He was arraigned Wednesday morning by District Judge Kathy Calhoun, who set bail at $50,000 unsecured.
